I’d create a sub-category of CoTech called Skills sharing groups (or circles? guilds?..) and put each one of them inside this category. They can all have a presentation page with a point of contact for the group and some other info its members consider important.

Thanks @Pau, there is now a CoTech sub-category, Skills sharing, currently this is open to all but that can be changed if needs be.
